Develop a tuition-based Pre-Kindergarten expansion plan which will allow the district to be competitive in the early education field, attracting families who may have alternatively chosen to homeschool, private, or charter programs due to the lack of options in CCISD.

Conduct a market-study to ensure the pre-kindergarten expansion program is financially viable for both families and the district.

Create an employee-benefit plan whereby employees may apply for a reduced-rate tuition and priority consideration for pre-kindergarten.

Seek legislative support to fully fund pre-kindergarten for each four-year-old in Texas.

Develop a district-wide system to scale the successful elements of the Leader in Me program so that all students, by fifth grade, know and exhibit the seven habits of effective learners.

Increase community partnerships to fund elements of the program yet leverage existing district personnel and resources for long-term viability.

Ensure the culture that is created through the 7 Habits Framework extends beyond elementary school and into intermediate school through a new course for all 6th grade students to further support executive functioning skills.

Redesign intermediate school learning systems from scheduling and curriculum offerings to physical space and technology so that the Profile of a CCISD Learner is the focal point of a child’s learning experience and that every student will have the opportunity to pursue their passions and interests.

Develop facility modification proposals to support the physical creation of innovation centers at ten intermediate schools and/or four whole schools of innovation for the Facility Advisory Committee to consider. The cost, instructional redesign timing and other capital improvement priorities may limit the ability to impact all ten intermediate schools. If so, a long-term facility plan should be created.

Expand career exploration and interest-based offerings for students in grades 6-8 so that the exposure to, and understanding of, high school career and technical education programming is developed before grade 9. Leverage community partnerships, mentorships, and real-world experiences in support of this recommendation.
