CCISD Data Privacy

Clear Creek ISD is proud to provide transparency and open communication with parents regarding student data privacy. While the District’s access to certain student information is necessary to enable the District to deliver instruction and related educational services to its students, Clear Creek ISD takes its stewardship of student information very seriously and is committed to protecting the confidentiality of student data.

Clear Creek ISD has established numerous policies and practices to ensure that appropriate safeguards are in place to protect student information and that the District collects, uses, and discloses student information only as permitted by law, such as the Family Educational Rights and Privacy Act (FERPA), the Children’s Online Privacy Protection Act of 1998 (COPPA), the Protection of Pupil Rights Amendment (PPRA), and the Health Insurance Portability and Accountability Act of 1996 (HIPAA).

The District collects and uses student information solely for the purpose of delivering instruction and educational services to its students, including, among other things, assisting and advising students regarding course, graduation, and career planning, complying with state-mandated curriculum, graduation, assessment, and accountability requirements, and making decisions in the best interest of the District’s students. District administrators and staff may access student information only as necessary to perform District functions and must sign a confidentiality agreement prior to doing so.   

Limited disclosure of certain student information to third parties is also necessary for students to fully participate in educational activities, to allow the District to provide a full range of services to its students, and to comply with applicable law. Clear Creek ISD discloses student information to third-party contractors and consultants to whom the District has outsourced District functions only as permitted by law and only to the extent necessary to accomplish the educational purpose for which the disclosure is made. Such third parties are required to protect the confidentiality of student information and must remain under the District’s direct control with respect to the use and maintenance of student information at all times. 

The District may disclose student information to other third parties, such as governmental entities, universities, and financial aid organizations, as permitted by law or when required by court order or subpoena.  In some cases, Clear Creek ISD provides more protection than the law requires. For example, while federal law may allow the District to disclose information designated as “directory information,” including student name, address, and telephone number, to third parties for non-District purposes, Clear Creek ISD uses and discloses directory information only for District purposes and does not disclose any directory information to third parties for non-District purposes.

Clear Creek ISD also employs certain security measures to protect student information from unauthorized access and disclosure. These security measures include encryption of student information, both while stored on District servers and in transmission, and monitoring of all information transmitted over the District’s network. Although no data security measures are guaranteed to be 100% effective, Clear Creek ISD continually strives to expand and improve its data protection practices.
