Public Hearing

The board meeting began with a public hearing to discuss the 2026-2027 federal grant applications presented by Amber Patrick, CCISD’s Director of State and Federal Public Programs. An opportunity for public comment was available after the presentation.

Board Recognitions

Superintendent Dr. Karen Engle led the pledge with Westbrook Intermediate’s Tian Li (seventh grade), Amberly Tran (eighth grade), Lily Tran (eighth grade), and Amira Oueini (eighth grade).  Following the pledge, they read the district’s Mission, Vision, Core Values, and Value Statement for the Board and attending community members.

After the pledge, these four students along with Emmalyn Carreon (eighth grade) from Space Center Intermediate and Madelyn Clem (eighth grade) from League City Intermediate were recognized for earning Platinum Medals – the highest honor awarded - in the 2026 Jr. V.A.S.E.  competition.

The Board of Trustees also recognized this year’s high school state V.A.S.E. finalists Gabriela Westhelle (12^th grade) and Baylee Barnwell (11^th grade) - both from Clear Lake High School - and Elizabeth McConathy (11^th grade) from Clear Creek High School. The High School VASE is a statewide juried competition in which students present original artwork and participate in an interview to explain their artistic intent and creative process. CCISD’s Board of Trustees recognized Rosie DeCuir of Hall Elementary and Rose Maxie of Victory Lakes Intermediate as the district’s 2026 Substitutes of the Year. Each year, CCISD’s recognizes three substitutes from across the district whose dedication, reliability, and commitment to students ensures learning continues uninterrupted while making a meaningful impact on the students and staff they serve.

Patricia (Patti) Freudenberg of Clear Springs High School was recognized by the Board for earning the Outstanding Teacher in American History Award from the Texas Society of the Daughters of the American Revolution and representing Texas at the national level. A dedicated social studies educator and former Teaching American History Grant Specialist, Patti retired this May after 28 years of service, leaving a legacy of excellence in history education.

The Board recognized Greg Goodman and Stephanie Albert for their leadership roles in Clear Creek ISD being named one of the Nation’s Best Communities for Music Education by the National Association of Music Merchants (NAMM). This recognition honors districts and schools who provide all students with access to high-quality music programs as part of well-rounded education.

Items of Interest

A district update was given by Superintendent of Schools Dr. Karen Engle on the closing of the 2025-2026 school year, professional learning for both elementary and secondary educators, operations and facilities summer projects, and summer school progress.

The Consent Agenda was approved unanimously as presented.

The removal of Item 8.B. - Consider Approval of Contract to Perform Efficiency Audit from the agenda was objected by Trustee Sanchez, Region 3. The objection moved the item for discussion after the budget update.

The 2026-2027 Budget Update was presented by Alice Benzaia.

Item 8.B. Consider Approval of Contract to Perform Efficiency Audit was considered by the Board. After discussion, the item was approved 5-2 with Trustees Mackay and Larson dissenting.

After closed session, the Board unanimously approved item 11.A. Consider Approval of the Conveyance of a Temporary Construction Easement to The City of Webster.

Item 11.B. Consider Approval of the Conveyance of a 0.2498-acre Utility Easement to The City of Webster was also unanimously approved.
