Federal Programs

Clear Creek ISD is committed to ensuring that all students have access to high-quality educational opportunities. 

The Department of Federal Programs strives to strengthen academic equity and drive innovation through the responsible stewardship of state and federal grants. Implementation guidance and compliance oversight is provided for all grant programs, including:

  • Title I, Part A – Improving Basic Programs;
  • Title II, Part A – Supporting Effective Instruction;
  • Title III, Part A – Language Instruction for English Learners & Immigrant Students;
  • Title IV, Part A – Enrichment & Well-Rounded Education; and 
  • Local, State, and Federal Discretionary Grants.

Family Engagement & Community Connection

The Title programs listed above are funded through the Every Student Succeeds Act (ESSA), which recognizes meaningful parent and family engagement as a central pillar of student success. CCISD's grants management efforts are designed to strengthen partnerships with parents and families by promoting two-way communication, shared responsibility, and authentic collaboration. The District also fosters strong community relationships by providing equitable services to private nonprofit schools, ensuring eligible students, parents, and teachers benefit from federally funded educational support.

Districtwide Title I, Part A Elements

The Title I, Part A program resources below define how CCISD will prioritize continuous improvement efforts, empower families through effective communication, and bolster early learning.

District Improvement Plan (DIP)

The DIP is the District’s annual roadmap for student achievement and guides the design and implementation of ESSA-funded programs.

District Parent & Family Engagement Plan (DPFE)

The DPFE outlines strategies for building partnership and fostering ongoing two-way communication with families, including opportunities for input in decision-making.

High-Quality Pre-K District Plan (HQPK)

The HQPK highlights key components of CCISD's Pre-K program, focusing on school readiness, parent engagement, and professional development for staff.

Districtwide Adult Education Program

CCISD's adult education program offers learning opportunities centered on English language acquisition and building parent-campus connections.

Campus Title I, Part A Elements

Campuses participating in the Title I, Part A program must use the following tools to assess student needs, develop strategies to support academic achievement, and promote meaningful parent and family engagement: the Campus Improvement Plan (CIP), Comprehensive Needs Assessment (CNA), Parent & Family Engagement (PFE) Plan, and the School–Parent Compact. CIP
The CIP outlines goals, strategies, timelines, and progress measures used to improve student outcomes.
CNA
THE CNA is a data-informed analysis of needs and strengths that guides the development of the CIP.
PFE Plan
The PFE Plan identifies methods for two-way communication and meaningful family partnership under Title I.
School–Parent Compact
The compact defines the shared responsibilities of the school, families, and students in supporting student learning.


 

Federal Report Cards (District & School)

The Texas Education Agency (TEA) publishes annual federal report cards for the state, district, and each campus under ESSA. Use the links below to access the most recent three years. On the TEA page, select the school year, choose District or Campus, and search for Clear Creek ISD (084910).

These reports include data such as STAAR performance, graduation rates, English language proficiency, school quality/student success indicators, educator qualifications, and per-pupil expenditures.
