How to Refer for Services - Child Find

Child Find is a part of the Individuals with Disabilities Education Improvement Act (IDEA) 2004. It requires states and local education agencies (school districts and charter schools) to identify, locate, and evaluate all children with disabilities living in the State, regardless of the severity of their disabilities, and who are in need of special education and related services (34 CFR§ 300.111).

Child Find is a continuous process of public awareness activities, screening and evaluation designed to locate, identify, and evaluate children with disabilities who are in need of Early Childhood Intervention (ECI) Programs (Part C) or Special Education and Related Services (Part B).

If a child is having trouble learning or a parent suspects a disability, the parent may contact the campus principal to learn about CCISD’s overall general education referral or screening system for support services. This system offers students a variety of support options, including referral for a special education evaluation. Students who are having difficulty in the regular classroom should be considered for academic and/or behavior support services that are available to all students.

A parent is entitled to request an evaluation for special education services at any time and CCISD has 15 school days to decide if the evaluation is necessary. If it is needed, the parent will be notified and asked to provide informed written consent for the evaluation. CCISD must complete the evaluation and the report within 45 school days of the date when the district received the written consent. Once completed, the district must give a copy of the report to the parent.

If the CCISD determines the evaluation is not necessary, the parent will receive a written notice that explains why the child will not be evaluated. It will include a statement that informs the parent of their rights if they disagree with the decision. Additionally, the notice must inform the parent about how to obtain a copy of the Notice of Procedural Safeguards - Rights of Parents of Students with Disabilities.
