At-Risk Services

Clear Creek ISD provides a host of support services to help At-Risk students to remove barriers and ensure that graduation is within reach for every child.

Students who are classified “at-risk” have a higher probability of failing or dropping out of their school due to circumstantial factors from homelessness to teen pregnancy.

Students identified as At-Risk in CCISD may qualify for tutoring, free Pre-Kindergarten and other specialized services.

Clear Creek ISD works to mitigate student failure or drop out cases through Student Success Teams, social work services and mentoring programs.

At Risk Criteria as Defined by the State of Texas

Clear Creek ISD follows State criteria to identify and better support At-Risk students.

In order to qualify, students must meet one of the following guidelines:

In pre-kindergarten, kindergarten or grade 1, 2, or 3 and did not perform satisfactorily on a readiness test or assessment instrument administered during the current school year;
In grade 7, 8, 9, 10, 11, or 12 and did not maintain an average equivalent to 70 on a scale of 100 in two or more subjects in the foundation curriculum during a semester in the preceding or current school year or is not maintaining such an average in two or more subjects in the foundation curriculum in the current semester;
Was not advanced from one grade level to the next for one or more school years;
Did not perform satisfactorily on an assessment instrument administered to the student under TEC Subchapter B, Chapter 39, and who has not in the previous or current school year subsequently performed on that instrument or another appropriate instrument at a level equal to at least 110 % of the level of satisfactory performance on that instrument;
Is pregnant or is a parent;
Has been placed in an alternative education program in accordance with TEC §37.006 during the preceding or current school year;
Has been expelled in accordance with TEC §37.007 during the preceding or current school year;
Is currently on parole, probation, deferred prosecution, or other conditional release;
Was previously reported through the Public Education Information Management System (PEIMS) to have dropped out of school;
Is a student of limited English proficiency as defined by TEC §29.052;
Is in the custody or care of the Department of Protective and Regulatory Services or has, during the current school year, been referred to the department by a school official, officer of the juvenile court, or law enforcement official;
Is homeless, as defined by NCLB Title X, Part C, Section 725(2), the term “homeless children and youths”, and its subsequent amendments; or resided in the preceding school year or resides in the current school year in a residential placement facility in the district, including a detention facility, substance abuse treatment facility, emergency shelter, psychiatric hospital, halfway house, or foster group home.

Has been incarcerated or has a parent or guardian who has been incarcerated, within the lifetime of the student, in a penal institution as defined by Section 1.07, Penal Code.

Services and Programs

Student Success Teams

Campus Student Success Teams (SSTs) discuss and design intervention strategies for the at-risk student. The SST may consist of an administrator, a counselor, the general education teacher, and the dyslexia education specialist (if applicable). Together, this team works to problem-solve and share interventions to assist students who are having academic, social or emotional challenges.

Social Work Services

The goal of CCISD social work specialists is to remove barriers, increase student success and be the link between the home, the school and the community.

Social work services are referral-based from the student's campus team for all At-Risk students. The school counselor is the first line of defense to offer support, followed by CCISD Prevention and At Risk Services and social work specialists who:

Obtain and coordinate community resources to meet students’ needs
Engage and assist students and families with obtaining adequate support from mental health agencies
Promote new community/school resources to meet the needs of students and families
Develop and implement a plan to increase student success
Assist students with developing social, emotional and behavioral management skills
Assist parents in accessing and utilizing school and community resources
Increase awareness and collaboration to encourage parent participation to aid in student success
Collaborate with teachers on implementing strategies to increase student success

Teen Pregnancy and Parent Program

Homeless Education

The term "homeless children and youth" refers to individuals who lack a fixed, regular, and adequate nighttime residence. Subtitle Vii-B of the McKinney-Vento Homeless Assistance Act defines homeless as follows:

Children and youth who are sharing the housing of other persons due to loss of housing, economic hardship, or a similar reason; are living in motels, hotels, trailer parks, or camping grounds due to the lack of alternative accommodations; are living in emergency or transitional shelters; are abandoned in hospitals; or are awaiting foster placement
Children and youth who have a primary nighttime residence that is a public or private place not designed for or ordinarily used as a regular sleeping accommodation for human beings
Children and youth who are living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations, or similar settings
Migratory children who qualify as homeless for the purposes of this subtitle because the children are living in circumstances described above

Mentoring Programs in CCISD

A mentor is a positive role model who acts as a sounding board, guide and a friend to a student. Mentors provide quality and meaningful interaction with CCISD students to mitigate at-risk challenges and enhance their educational and life experiences.
