Bay Area Alliance
Bay Area Alliance is grant-funded through Texas Health and Human Services Commission (HHSC) Prevention and Behavioral Health Promotion(PBHP) Grant Program.
The purpose of this grant is to provide prevention and behavioral health promotion (PBHP) services with programs that foster healthy communities by preventing the negative outcomes associated with substance use and promoting behavioral health and wellness in youth, families, and communities across Texas. Grantees follow the Substance Abuse and Mental Health Services’ (SAMHSA) Strategic Prevention Framework.
The PBHP Grant Program includes the following programs Youth Prevention Services and Community Coalition Partnership.
Upcoming Events
Stay informed and get involved with our upcoming community initiatives! We host quarterly Community Coalition meetings to collaborate on local health goals, while our SALSA leadership group meets monthly to empower youth and adult partners. Additionally, you can help safeguard your home by participating in our Medication Take Back events, held twice a year in partnership with local law enforcement. Check back regularly for specific dates, times, and locations for each of these events.

Clear Creek Community Coalition
The Clear Creek Community Coalition was established in 2003 through support from SAMHSA’s Drug-Free Communities Grant. The coalition has remained committed to creating an alcohol-, tobacco-, and drug-free future for youth within the Clear Creek ISD community. For over 20 years, Bay Area Alliance’ Clear Creek Community Coalition has been dedicated to serving, supporting, and inspiring students and families. Guided by its mission, the coalition works to build a healthier, more connected community through collaboration, education, and outreach.

FISDCares Community Coalition
FISDCares is a community coalition established in 2019 to serve the community of Friendswood ISD. CCISD and Bay Area Alliance officially partnered with Friendswood ISD to support a second community coalition through Texas HHSC PBHP Grant Program.

Youth Preventions Services
Bay Area Alliance offers several research-based programs within schools to support students' personal development and mental well-being.
Prevention Education Groups
Curriculum-Based Support Groups® (CBSG)
In partnership with the CCISD Counseling and Student Services Department, Bay Area Alliance facilitates the Curriculum-Based Support Group® (CBSG) Program. This evidence-based intervention targets students (Kinder through 12th grade) who face high-risk situations, fostering essential life skills through confidential, small group sessions. CBSG effectively reduces anti-social behavior and substance use while enhancing coping and social skills.
Life Skills
In the 2024–2025 school year, The Alliance began offering the Botvin LifeSkills Training Elementary School Program in 5th grade PE classes across Clear Creek ISD. This evidence-based program is designed to support students in developing essential life skills that promote healthy and positive personal development. This program has been proven to help increase self-esteem, foster healthy attitudes, and enhance students’ knowledge of important life skills. As part of their 5th grade PE class, students will engage in interactive lessons that cover topics such as decision-making, communication, goal-setting, and overall well-being. The lessons follow the 5th grade Health TEKS and are designed to be engaging, age-appropriate, and beneficial in helping students build confidence and develop the skills necessary for success in school and life. They will also receive plenty of opportunities to get moving!
Positive Action
The Alliance staff have begun implementing Positive Action Curriculum- a research-based program designed to promote character development and positive decision-making during their 8th grade College and Career Readiness class. This engaging and interactive curriculum is built on the philosophy that you feel good about yourself when you do positive actions, and there is a positive way to do everything. Throughout these lessons, students explore topics such as self-awareness, healthy communication, responsible decision-making, and the importance of treating themselves and others with kindness and respect
Texas E-Cigarette and Tobacco Awareness Program (ETAP)
Bay Area Alliance implements the Texas ETAP course to help students with issues related to vaping. Texas ETAP is the state's official vaping (e-cigarette) and tobacco awareness program and is intended for individuals under the age of 21 who are cited for possession of tobacco products, including vapes. This online course meets the requirements of Section 161.253, Texas Health and Safety Code.
ETAP is an online training for students in grades 6-12 that provides schools with the opportunity to educate students about the harmful effects of vaping and using other tobacco products. Students in possession of tobacco/vaping products should complete the REFERRAL course, so they may better understand why they use and be motivated to consider quitting.
The Texas E-Cigarette and Tobacco Awareness Program (ETAP) is funded by the Texas Department of State Health Services through a contract with the Texas School Safety Center (Texas State University).

Positive Alternatives
Our Positive Alternatives program offers engaging, structured activities that provide supervised, alcohol- and drug-free environments. These activities help individuals, particularly youth, find constructive ways to enjoy their free time while learning new skills, ultimately steering them away from situations that encourage substance use.

Presentations
A cornerstone of the Bay Area Alliance’s prevention efforts is education. We offer no-cost presentations aimed at increasing knowledge and shifting attitudes about substance use and behavioral health. These presentations are available to youth and adults in schools and community settings.

Lock Your Meds: Safeguard Your Home
Tips from the National Family Partnership for keeping your kids safe from prescription drugs
- Keep your medications hidden, locked, or removed from the home.
- Monitor quantities and control access to all medications in the home.
- Regularly check to see if medications are missing.
- If your child is on a prescribed medication, monitor dosages and refills. Set clear rules about not sharing and always following proper dosages.
- Warn children that taking prescription of over-the-counter meds without a doctor’s supervision can be just as dangerous and potentially lethal as taking street drugs.
- Supervise internet and social media use- many online outlets will sell medications without prescriptions.
Properly dispose of old, expired, or unused medications by participating in Medication Take Back event, visiting a permanent medication drop box, or contact us for a medication disposal pouch.
