follows the guidelines of the Texas State Plan
for the Education of Gifted and Talented Students.

Nominations (Referrals) |
|
- Nominations for Clear Creek ISD's Gifted
and Talented Program are accepted year round
from the following: teachers, administrators,
counselors, students, ESL, parents/guardians
and community members.
- Community notices are placed in area newspapers
and school newsletters regarding nomination
procedures and referral deadlines.
- Nominations for all grade levels must be
submitted in writing to the Gifted and Talented
Specialist or counselor on the child's campus.
- The Clear Creek ISD Gifted and Talented
Program does not offer an assessment program
for non-enrolled students.

|
Grades 1-12 |
|
- Students may be tested only two times in
elementary: kindergarten through fifth grade
- Students may be tested only two times in
secondary: grades sixth through twelfth
- Students in Grades 1-12 are tested in the
fall semester.
- In order for 1st - 12th grade nominees to
participate in the fall testing cycle, referrals
must be turned in to the Gifted and Talented
Specialist or counselor on the child's campus
by October 1.

Kindergarten |
|
- Kindergarten students will be screened during
the fall semester and students who qualify
will be tested during the month of January.
- Teachers and parents may refer kindergarten
students for testing. The deadline for referrals
to participate in the kindergarten testing
cycle is December 1.

|
Screening
& Testing |
|
- Clear Creek ISD screens for qualified Gifted
and Talented students using a variety of sources:
classroom performance, authentic assessments,
portfolio data, performance on qualitative
and quantitative screening instruments, teacher
recommendations, cumulative records, etc.
- All kindergarten students will be screened
during the fall semester. Nominees for the
Gifted and Talented Program in kindergarten
are tested in January. Qualifying students
will be placed in the Gifted and Talented
Program by March 1 of that school year.
- Nominees in grades 1 -12 are tested during
the fall Gifted and Talented Testing Cycle.
- Private testing is accepted from approved
psychologists only. Please contact the Gifted
and Talented office for a list of approved
professionals.
- Students who are non-English speaking will
be assessed using a nonverbal based test.

Selection
Procedures |
|
- A selection committee, consisting of at
least three Gifted and Talented specialists,
will examine the qualifications of each candidate
and recommend appropriate placement.
- Criteria for selection includes both quantitative
(cognitive skills tests, etc.) and qualitative
(professional recommendation, grades, portfolio
samples, etc.) data.

Notification |
|
| Parents and students will be notified in writing
of the testing results and the decision of the
selection committee. Once the parents know the
results, the teachers will be notified. |

| |
|
Placement |
|
| Students who qualify for the Gifted and Talented
Program will be placed in Gifted and Talented
classes. |
|
| |
|
|
|
 |
|
| |
|
Appeals Process |
|
| A parent or staff member may appeal an identification
decision made by the selection committee. The
appellant must submit an appeal letter no later
than 15 working days after the committee has announced
its selection decisions. The committee will respond
to the person making the appeal no later than
15 working days after receipt of the letter of
appeal. Any subsequent appeal shall be made in
accordance with FNG (LOCAL) beginning at Level
Two. |

Transfer
Students Who Have Been in a Gifted Program |
|
- A student who has been identified as a gifted
and talented student in another school district
will be considered for placement in the Clear
Creek ISD Gifted and Talented Program within
six weeks.
- The student's parents must provide documentation
of criteria for placement in the previous
district's gifted program, to the Gifted and
Talented specialist or counselor at the child's
new school.
- The selection committee will review the
documentation and within 30 days, proper placement
will be determined. (Immediate placement in
Clear Creek ISD's Gifted and Talented program,
or further assessment if needed.)
- If further assessment of the transfer student
is needed, testing will occur in the fall
or spring.
- Parents and teachers will be notified of
the selection committee's decision.

Special
Population/Double Labeled Students |
|
| Students from special populations will be considered
on an individual basis, assessed appropriately
and placed according to the needs of the student.
Students who speak English as a second language
will be given a non-verbal measure of academic
ability. |
|

|
|
 |
|
| |
|
Private
and Home Schooled Students |
|
| Private and home-schooled students entering
Clear Creek ISD for the first time are considered
transfer students and fall within the transfer
guidelines previously described. Clear Creek ISD
does not offer an assessment program for non-enrolled
students. Students must be enrolled and in actual
attendance prior to consideration for Gifted and
Talented assessment. |
