Clear View to See Future as Charter School
League City, TEXAS — The Clear Creek Independent School District Board of Trustees approved changing Clear View Alternative School into a district charter school during their March 22 board meeting. The District is now awaiting approval from the Texas Education Agency.
Once the district receives TEA approval for the change, the campus is eligible for $450,000 in education grants. These grants will allow Clear View to hire additional faculty, provide career and professional development and allow the campus to implement career certification programs for the students. However, the campus will not be making any changes to its operations or standards as part of the transition to a charter.
Clear View is an alternative campus for high school and intermediate school students who are academically at-risk and require more one-on-one attention in the classroom, said CCISD spokesperson Carrie Taylor.
The philosophy at Clear View is that all children can learn when they are provided the appropriate environment that meets their educational, emotional and social needs. In most instances there is a 30 to 40 percent increase in the student’s grade point average.
“These are students who are visual, tactile, kinesthetic learners who need the lessons to be relevant to them,” said Sandra Davenport, principal of Clear View. “In many ways they are similar to our Gifted and Talented students, the primary difference is that these students did not have the self confidence to speak up when they had questions or needed to ask for assistance.”
For Davenport the role of Clear View is to provide students the opportunity to overcome their academic deficits, develop effective social and life skills, achieve success and earn a high school diploma.
“Students who choose to come to Clear View have been in an academic downward spiral for an extended period of time and their self esteem has taken a beating,” Davenport said. “They become convinced they are failures and can not see the light at the end of the tunnel. At Clear View, their downward spiral turns into steps leading toward success.”
The new charter school would remain under the authority of the school district and every five years the school would undergo an evaluation to determine if it is meeting the goals outlined by its charter and by the school board. In addition to the grants available for charter schools, the campus is also eligible to receive the same funding opportunities as other schools in the district.
The campus is currently housed in the historic League City School. This summer the campus will relocate to Webster Intermediate, which will be vacated due to the opening of the new Westbrook Intermediate School. Clear View now has about 185 students and after the relocation, there will be room for about 250 students.
