Bond Election Scheduled for Saturday, May 3, 2003

     The Clear Creek Independent School District Board of Trustees has called a $337 million bond election for May 3, 2003.  Maintaining top quality educational opportunities for students in a growing area is a challenge.  The enrollment of the Clear Creek Independent School District is approaching 32,000 students. Projections indicate that an additional 1,000 students per year will enter the doors of Clear Creek ISD schools through at least 2010. 

     Contents of the bond reflect the recommendations of a 68-member Facilities Needs Committee that began studying all aspects of the District in September of 2002.  The Committee was composed of citizen volunteers including business and community leaders, PTA members, a university professor, and students.  In January 2003 the Committee held three Public Hearings to present the findings of the Committee to the public.  The findings were divided into four areas: new facilities-instruction; technology; priority maintenance; and support facilities. Major emphasis was placed on addressing safety and security issues throughout the District.  The Committee presented its recommendations at the Public Hearings and invited input from citizens. Following the three Public Hearings, the Committee reconvened and made modifications based on information received from citizens who attended the Public Hearings. Recommendations were presented to the Clear Creek ISD Board of Trustees in a workshop open to the public in early February. At the regular meeting of the Board of Trustees on February 25, 2003, the Board accepted the recommendations of the Facilities Needs Committee and made final alterations to call a bond election for May 3, 2003 in the amount of $337 million.

     The cost to taxpayers will be a total tax rate increase of nine cents per $100 valuation over five years.  After all exemptions, a home with a market value of $100,000 would have a monthly increase of $6 a month or $72 a year phased in over five years.    For example, the average home in the Clear Creek ISD area costs approximately $136,779.  With a total increase of nine cents, at the peak of the bond, the tax cost to the homeowner would be $8.62 a month or $103.44 per year.

     Early Voting begins on April 16, 2003 and ends on April 29, 2003.  Early Voting locations are Clear Brook High School, 4607 FM 2351, Friendswood; Clear Creek High School Ninth Grade Center, 2451 East Main Street, League City; and Clear Lake High School Ninth Grade Center, 2903 Falcon Pass, Houston. Hours for Early Voting are 10:00 a.m. until 6:00 p.m., on each day except Sunday and official state holidays during the period of Early Voting.

        There will be new polling locations this year.  Polls will be open from 7:00 a.m. to 7:00 p.m. on Election Day, May 3, 2003.  For information regarding voting locations and the corresponding precincts, please see the attached bond referendum document.  (The 2003 Bond Brochure can be found under the Community section of the CCISD homepage.)
