Board of Trustees



The Clear Creek Independent School District Board of Trustees consists of seven elected members, 2 At-Large and 5 Districts, who are guardians of public trust. Board members are elected by the community and serve three year terms. The Board meets on average two times per month in a public forum. 

The members of the Board of Trustees are committed to serving the children and citizens of this school district. Their goal is to provide a high quality public education that meets the needs of our community. To achieve that goal, an operating protocol has been established that will help govern actions at meetings and in their role as trustees. The protocol will help enhance the effectiveness and efficiency of Board meetings while maintaining mutual respect and opportunities for communication. The success of Clear Creek ISD depends on a shared vision among the School Board, staff, parents and community, and they will try to the best of their ability to uphold these aspirations.

Board Responsibility

  • Board members serve as advocates for the children and families they represent.
  • The Board focus is on the best interests of Clear Creek ISD students. 
  • Board members are advocates for quality public education. CCISD board members may not act privately on behalf of the Board. 
  • Board members will make every attempt to attend all Board functions.


  • Board members will work cooperatively with other board members, the superintendent and staff. Board members will be respectful of each other and the right to differing opinions.
  • Board members will accept responsibility for all Board decisions, regardless of how an individual voted. Board member confidentiality is expected regarding issues discussed in executive session. 
  • Board members will come prepared for each meeting.
Community Involvement
  • Board members will be courteous to all participants and request the same courtesy in return.
  • Board members will respect the civil and human rights of all members of the school community. 
  • Board members will maintain objectivity. 
  • Board members will base decisions on the available facts and independent judgment, not special interest groups. 
  • Board members will make decisions in the best interests of the students' education, even when the decision may be unpopular for political or other reasons. 
  • Board members will remain open to new concepts, views and ideas.

Board President Dr. Laura DuPontDr. Laura DuPont
District 1 

Board President

Dr. Laura DuPont was elected to the District 1 seat on the CCISD school board in May 2013. For more than a decade she has been a veteran campus and District volunteer. She has also served in numerous leadership roles for PTAs and booster clubs. Dr. DuPont's youngest son is a 7th grader at League City Intermediate and another son is a sophomore at Clear Falls High School. Her oldest son graduated from Clear Falls High School in 2015. Dr. DuPont holds a B.S., M.S., and Ph.D. in Industrial Engineering. She was a private consultant in Quality Engineering and Improvement and served as an Examiner for the Malcolm Baldrige National Quality Award for 6 years.

Board Vice-President Page RanderPage Rander
District 4

Vice President
Term Expires: May 2018 

Page Rander was appointed by the Board to fill a vacancy in September 2010. Having spent the majority of her professional career as a civil servant, Ms. Rander brings a wealth of knowledge in local government to her Board position. Currently, she works as a human resource supervisor for a Harris County department. In the community, she has volunteered for youth groups such as Hugh O’Brian Youth Leadership, school organizations and little league sports. Ms. Rander earned her Bachelor of Science degree in communications from Syracuse University and a master’s degree from the Columbia University Graduate School of Journalism. She has lived in Friendswood for over ten years and has a son who graduated from Clear Brook High School. 


Board Secretary Charles PondCharles Pond
At-Large Position A

Term Expires: May 2018 

Charles Pond was elected to the At-Large Position A in May 2009. Mr. Pond has been an active volunteer both on the campus and district level for many years. He has served on bond, long-range facilities, and finance committees in the district and received the CCISD Citizen of the Year for 2008-2009. Mr. Pond is a district manager for a consulting company. He and his wife have four children, all of whom graduated from CCISD. 

Board Trustee Ken BalikerKen Baliker
District 3

Term Expires: May 2017 

Ken Baliker is a 25-year resident of Clear Creek ISD and a 1980 graduate of Clear Lake High School. Mr. Baliker has a great deal of knowledge about the district and its mission through years of service as a volunteer. Mr. Baliker holds an executive position at an international energy company specializing in downstream businesses-petroleum refining and transportation. He earned his Bachelor of Science in Chemical Engineering with High Distinction from the University of Kentucky and his Master’s in Business Admin. from the University of Houston Clear Lake. 


Board Trustee Jay CunninghamJay Cunningham
District 5

Jay Cunningham, has lived in the League City area for over 11 years, and brings a wealth of knowledge about the district having served on the 2013 Bond, Strategic Planning, and INSIDE committees. Mr. Cunningham has also served as PTA President at Walter Hall Elementary. A district manager for a national air conditioning manufacturer specializing in indoor air quality and ventilation products, Mr. Cunningham earned a Bachelors of Economics from the College of William and Mary along with an Executive MBA from Texas Southern University in Finance. Mr. Cunningham has two children currently attending CCISD schools. 

Board Trustee Ann HammondAnn Hammond
At-Large Position B

Ann Hammond, a 39-year resident of the Clear Lake area, has dedicated years of service to not only the school district but the community at-large. Ms. Hammond,  a graduate of University of Houston- Clear Lake, has served on several CCISD committees including the Boundary committee, Bond committee, District Education Improvement (DEIC) committee, the Campus Instructional Improvement committee, and Super Sci-Tech Saturday conference committee. Ms. Hammond serves as a Director on the Gulf Coast Area Association of School Boards and is certified by TASB as a Master Trustee.  In addition to volunteering as a board member of the Bay Area Alliance for Youth & Families and the Assistance League of the Bay Area, has also served on Board of the Bay Area Turning Point and the Clear Creek Council of PTA’s; she also serves on committees for the Communities in Schools Bay Area organization and is active in her Church in leadership positions. She retired from NASA in 2004 and continued to assist the agency as a consultant for seven more years. Ms. Hammond has two children who are CCISD graduates.

Board Trustee Win WeberWin Weber
District 2

Term Expires: May 2017

Win Weber is a criminal trial lawyer in the Clear Lake area. Mrs. Weber worked as an assistant district attorney in the criminal trial division for approximately ten years and serves as Reserve Municipal Judge for the City of Nassau Bay. Mrs. Weber earned a Bachelor of Arts from the University of Texas at Austin where she studied English and Spanish Literature and she earned the degree of Doctor of Jurisprudence from South Texas College of Law. Mrs. Weber has volunteered to assist crime victims for many years and believes that providing a world class public school system is one of the most effective tools in crime prevention. A mother of two children, Mrs. Weber is a fellow for the Center for Reform of School Systems, a past PTA president for G.W. Robinson Elementary School and a current board member for the Clear Creek High School Orchestra Booster Club.
